As it turns out, The Freelancer is a mole agent of Halcyon and was able to extract vital information from Phoenix and possibly, kill Jackdaw.
Phoenix Wins
The Freelancer joined the ranks of Phoenix, most likely due to better financial opportunities. Since The Freelancer was a member of Halcyon, they were able to extract vital information from Halcyon.
Draw
Although unlikely, it's possible that they were not able to do the required tasks in time and end in a stalemate.
